将你style.css的webapp/css文件夹直接放入文件夹，而不是WEB-INF文件夹。

然后将以下代码添加到你的 spring-dispatcher-servlet.xml

<mvc:resources mapping="/css/**" location="/css/" />

然后将以下代码添加到你的jsp页面中

<link rel="stylesheet" type="text/css" href="css/style.css"/>
